MINUTES OF ANNUAL GENERAL MEETING

Held on TUESDAY 11th JUNE 2024 at 7.30 pm.

AT YORK RAILWAY INSTITUTE SPORTS CLUB

AGENDA

 

Address by Chris Wood of the North Riding County FA

 

  1. Apologies: A Blakey, C Atkinson

 

  1. Minutes of AGM 2023 were accepted as a true record without opposition.

  1. Annual Reports, Balance Sheet and Statement of Accounts were accepted without opposition.      P: Tadcaster Magnets S: Wigginton

       

  1. Merger of York Minster Engineering League and the York FA Under 19 League. Clubs were informed about the proposal, and of the U19 League’s democratic decision to affiliate under the YMEL banner.

 

5.    Re-election of Clubs and Election of Clubs to fill vacancies. Several new teams were proposed, many coming from the recently disbanded Harrogate League, and  two extra reserve sides. These are: Beckwithshaw, Boroughbridge Dev, Dalton, Hampsthwaite, Harlow Hill , Ripon City , Beckwithshaw reserves, Riccall reserves. Some questions were asked with regard to facilities and travel distances. Clubs accepted with eight votes registered against the proposal.

6.   Constitution of the Competition for ensuing season 

         A proposal to place some of the higher-ranking Harrogate teams into the Premier League was discussed. A fair amount of opposition to this idea was recorded. 

 

 The League Chairman explained that two models were available to be followed - one with four divisions of 11, the other with Divisions of approximately 14. The Premier Division size is dictated by the FA.

 

              Discussion followed regarding fixture numbers and the issue of cup entry was also debated. The instruction that league clubs should enter the York FA Cup and not the Barkston Ash FA Cup was contested by a number of clubs.

 

It was decided that the constitution and division size would be put out to a vote by member clubs, to be overseen by the league secretary following the AGM.

7.  Appointment of Auditor

 8.  Alteration to Rules

Minor amendments to the FA Standard Code of Rules and amendments to include Rules specific to the Under 19 League

 

 9.  Dates for Commencement of Playing Season and Kick Off Times 2024/2025

An original date of Saturday 10th August was suggested, but quickly opposed. A suggestion was made that the Premier Division should not kick off until the end of August, but this also met opposition. In line with recent years, the suggested start dates of 14th or 17th August were then discussed, with a final verdict being made that these dates would be put to Premier Division member clubs for a vote.

 

Likewise, a season start date for all other divisions would be sent out to teams via electronic ballot.

 

Address by Barry Casterton, Chairman of the North Riding County FA on future plans for the merger and management of York Football Leagues.

 

Barry outlined the need to move from a committee-led organisation, to one of a paid administrator role for the day to day running of all local leagues.

Addendum

Following the meeting two on-line ballots were conducted.

  1. Was to decide whether the league runs 4 or 5 Senior Divisions 

The result was 37 in favour of 5 Divisions and 13 against 5 Divisions

  1. The placing of the two best ex-Harrogate league teams in Division Three
  2. The result was 70 for the motion and 30 against
